The Canopy team is amid a rezoning effort to rezone a 19.64-acre site encompassing Jefferson Plaza at 3169 Holcomb Bridge Road and The Station at 3081 Holcomb Bridge Road from OI (Office-Institutional) to CX (Mixed-Use Development) in order to transform two underutilized properties into The Canopy @ Crooked Creek, a vibrant, pedestrian-oriented, mixed-use development.

Property History

Jefferson Plaza, the City of Norcross's largest office property, is prominently sited at 3169 Holcomb Bridge Road. It is a seven-story concrete frame building on 8.99 acres of land with 118,577 leasable square feet of modern workspace. Recently renovated with updated lobbies and tenant amenities, the property caters to a variety of business needs, from small suites to larger floor plans. Its prime location at the southeast intersection of Peachtree Industrial Boulevard and Holcomb Bridge Road provides excellent visibility and connectivity to the surrounding metro Atlanta region, attracting tenants seeking a blend of functionality and convenience in a growing commercial district.

The Station is an office development located at 3081 Holcomb Bridge Road in Norcross, Georgia, encompassing approximately 10.65 acres of land. The property features nine two-story multi-tenant wood frame buildings, arranged across a spacious site with internal roadways and mature landscaping. With a total of 428 parking spaces, The Station has historically supported a high volume of daily activity for businesses and visitors. Positioned adjacent to Jefferson Plaza to the east, at the intersection of Holcomb Bridge Road and Atlantic Boulevard, The Station offers convenient access to major transportation routes, making it a practical hub for professional services in the area.

Proposed Development

The seven-story Jefferson Plaza building will be retained in its entirety.

South of Crooked Creek, seven physically and functionally obsolete low-rise The Station office buildings will be demolished and replaced with 320 luxury wrap-style multifamily residences plus 30 owner-occupied townhomes, all thoughtfully positioned off Atlantic Boulevard and Crossing Creek Drive. This pair of complimenting residential developments front Crooked Creek and its flanking mature tree canopy from the south.

Utilizing portions of the footprints of two existing The Station buildings, approximately 16,100 square feet of street-level restaurant and neighborhood-serving retail space will form a Retail Village facing Holcomb Bridge Road to the north and Crooked Creek to the south. This welcoming district will feature walkable frontages, outdoor seating and gathering areas and a prominent covered pedestrian bridge that will attract residents, Jefferson Plaza, Proficient Engineering and United Consulting office workers, Crowne Plaza guests and the surrounding Norcross and Peachtree Corners communities.

The heart of the project will feature a signature family gathering area inspired by the award-winning “The Camp at The Works" in Atlanta’s Upper Westside neighborhood. Since its initial 2020 opening, The Camp has become an enduringly popular family destination, complete with climbing structures, water-play elements, a large programmable lawn, fire-pit seating areas, and shaded picnic zones that serve as an open access, resort-caliber public amenity.

Crooked Creek is a perennial waterway currently concealed in the middle of The Station property and at the southern edge of the Jefferson Plaza site. Featuring a magnificent tree canopy, it will be transformed into the community’s central green spine. A new multi-use trail and native landscaping will be installed, and The Station’s vehicular bridge will be converted to a covered pedestrian-only gathering place, lined with picnic tables and shaded seating.

The publicly accessible trail will run the full length of the Jefferson Plaza and The Station properties to connect directly to Atlantic Boulevard. The Applicant intends to encourage other Holcomb Bridge fronting property owners to contribute easements for the development of a continuous, car-free pedestrian and bicycle link between this prominent, yet underutilized front door node and historic Downtown Norcross. Gwinnett County Department of Transportation, owner of Holcomb Bridge Road, will also be engaged.

Densifying the Holcomb Bridge-facing Jefferson Plaza north parking field with three commercial outparcels may be included in Phase One as a function of bank/retail/restaurant demand seeded by leasing momentum at the adjacent Retail Village. Phase I improvements will include a southerly driveway linking Jefferson Plaza to Crossing Park Drive. The driveway will relieve Holcomb Bridge rush hour congestion by routing office traffic to/from Atlantic Boulevard. Phase I also will include a new connector drive and a pedestrian path between the Retail Village and Jefferson Plaza's north parking lot.

Jefferson Plaza's southern parking field is programmed for 150-units of 55+ age-targeted rental housing together with an office/residential shared parking deck. This is envisioned as a future phase.

A refined internal configuration with wide sidewalks and mature street trees will place the pedestrian experience first at The Canopy @ Crooked Creek. The finished development will deliver a true live-work-play destination that preserves and revitalizes the City’s strongest office asset in Jefferson Plaza, replaces functionally obsolete office space with high-quality residential and retail uses, energizes the corridor with new residents and visitors, and contributes significant public amenities, all while respecting and gracefully transitioning to the less dense neighborhoods to the east along Holcomb Bridge Road.
